When it opened in 2018, Rosewood Phnom Penh quickly established itself as one of the most distinctive luxury addresses in Cambodia's capital. Occupying the upper floors of the striking Vattanac Capital Tower, the hotel sits high above the city, commanding sweeping views across Phnom Penh's skyline. From this vantage point, the city unfolds beneath the windows — from historic neighbourhoods and colonial-era buildings to the grounds of the Royal Palace Phnom Penh and the wide currents of the Mekong River flowing through the Cambodian capital.
The tower itself is an architectural landmark. Designed in the form of a dragon rising eastward — a symbol of prosperity in Asian culture — the building has become one of Phnom Penh's most recognisable silhouettes. Guests arrive at street level before ascending to the sky lobby on the 35th floor, where the city suddenly appears in full panorama through floor-to-ceiling windows. It is a dramatic arrival that immediately establishes the sense of elevation that defines the Rosewood experience.

Inside, the hotel balances contemporary design with subtle Khmer cultural references. Cambodian artworks appear throughout the public spaces, reflecting the country's vibrant and evolving creative scene. Warm textures, polished stone and soft lighting create an atmosphere that feels both refined and welcoming — a sanctuary above the movement of the city below.

Accommodation at Rosewood Phnom Penh has been designed to maximise space, light and views. The hotel offers 60 Executive Rooms, 64 Premier River Rooms, 14 Grand Premier Rooms, 13 Mekong Suites, 14 Manor Suites, 8 Rosewood Suites, and 2 signature residences — Monivong House and Norodom House. Each room frames a different perspective of Phnom Penh, whether looking towards the winding Mekong or across the dense urban grid of the capital.

The interiors follow a philosophy of understated luxury. Neutral palettes, warm wood accents and Khmer-inspired patterns bring subtle character to the spaces, while marble bathrooms and carefully selected furnishings reinforce the sense of quiet elegance. Large windows allow natural light to flow into the rooms throughout the day, transforming them into peaceful retreats above the city.
Dining is one of the defining pillars of the Rosewood Phnom Penh experience. Across its restaurants and bar, the hotel presents a culinary programme that moves between cuisines while maintaining a consistent level of craftsmanship and attention to detail.

Located on level 35, Brasserie Louis serves as the hotel's all-day dining restaurant. The space feels bright and relaxed, with large windows overlooking Phnom Penh while guests move through breakfast, lunch and dinner at a leisurely pace. The menu blends French culinary tradition with Cambodian influences, drawing on seasonal produce and local ingredients.
Breakfast here is curated rather than overwhelming in scale. Fresh juices share space with charcuterie and cheeses, while the egg station prepares classic dishes to order. One of the highlights is the Eggs Benedict, whose Hollandaise carries a gentle citrus brightness that lifts the richness of the dish. Pastries and crêpes complete the spread, with honey served directly from honeycomb adding a natural sweetness to the morning ritual.
Lunch continues the restaurant's refined approach to comfort cuisine. Soupe de Jacquier arrives with subtle theatre as the soup is poured tableside over garnishes arranged in the bowl. Another highlight, Cordon Bleu Porc, reinterprets the French classic with contemporary presentation while maintaining its familiar richness and warmth.
On level 37, Iza Phnom Penh brings a lively izakaya atmosphere to the hotel. The restaurant centres on an open kitchen framed by counter seating, where diners can watch chefs working at the robata grill, sushi station and noodle counter.
Inspired by Japan's casual dining culture, the menu spans yakitori skewers, ramen, udon and tempura alongside sushi and sashimi. Maguro dressed lightly with ponzu and topped with ikura offers bursts of freshness and salinity, while crispy Karaage provides a comforting contrast of textures. Pork Gyoza arrive with delicately crisped skins and savoury filling, making them an ideal companion to the restaurant's extensive sake and shochu selection.
High above the city on level 38, Cuts Phnom Penh represents the hotel’s most refined dining destination. The steak and seafood restaurant combines premium ingredients with panoramic views that stretch across Phnom Penh’s skyline. The space is thoughtfully divided into several areas, including a casual dining section, the Grill Room and private Dining Suites designed for intimate gatherings or celebratory meals. A highlight is the Wine Vault, a temperature-controlled cellar showcasing an extensive collection of international labels, where guests can enjoy tastings or select bottles to accompany their meal. The layout allows the restaurant to shift easily between relaxed dinners and more formal occasions, while the open kitchen adds a subtle sense of theatre to the dining experience.
The dining journey unfolds with carefully composed dishes that balance refinement and comfort. A delicate canapé of finely chopped beef tartare sits atop a crisp base and is crowned with salmon roe before a bright Ceviche highlights the freshness of the fish through gentle citrus curing. A comforting plate of gnocchi, served in rich beef jus, follows, the pillowy dumplings absorbing the deep, savoury flavours of the sauce. The centrepiece arrives with a beautifully cooked beef steak, sliced to reveal a tender pink interior and served with smooth potato purée, beetroot and glossy beef jus that enhances the natural richness of the meat.
For Chinese cuisine, Zhan Liang offers a refined interpretation of regional Chinese cooking in an elegant setting. The menu highlights Cantonese, Sichuanese and Northern Chinese traditions, beginning with delicate Dim Sum such as Shrimp Dumplings and Prawn-filled Rice Rolls, followed by deeper flavours like Soy-braised Pork Belly. Handmade Noodles, simply served with fragrant chilli oil and crispy garlic, showcase the kitchen's appreciation for balance and restraint. At the same time, the restaurant's Tea Library — featuring more than 60 premium teas sourced from around the world — adds another layer to the dining experience. Private dining rooms equipped with karaoke systems make the venue particularly popular for celebrations and gatherings.

Beyond the restaurants, one of the hotel's most memorable venues is its bar. Crowned Sustainable Bar of 2025 by Asia's 50 Best Bars, Sora Phnom Penh sits dramatically on a cantilevered terrace on level 37, where indoor whisky library seating extends toward an open-air terrace overlooking the city's skyline. The drinks programme balances classic cocktail foundations with playful creativity, with several cocktails drawing inspiration from Lego and presented through imaginative constructions built around the glass. Behind the scenes, the bar's philosophy places equal emphasis on sustainability: the team collaborates with local distilleries and cultivates part of its own produce for use in the cocktail programme. As the sun sets and Phnom Penh's lights begin to glow, Sora transforms into one of the city's most atmospheric destinations — where skyline views, music and cocktails come together high above the Mekong.
Wellness forms another pillar of the Rosewood experience. On the 33rd floor, guests will find the spa, indoor pool and fitness centre.

Sense, A Rosewood Spa Phnom Penh offers treatments inspired by traditional healing herbs and therapeutic techniques designed to restore balance between body and mind. The spa menu includes full-body massages, facials, head and shoulder treatments, as well as manicure and pedicure services.
Nearby, the indoor pool provides a tranquil retreat. The 22-metre lap pool is bathed in natural light, allowing guests to swim while taking in views of Phnom Penh's skyline. The fitness centre completes the wellness facilities, offering modern equipment in a bright, spacious environment.

The fitness centre completes the wellness facilities, offering a spacious workout environment equipped with modern exercise machines and strength-training equipment. Large windows surround the gym, allowing natural daylight to flood the space while framing sweeping views of Phnom Penh’s skyline, creating a motivating setting for both cardio sessions and weight training. Adjacent locker rooms provide a comfortable area for guests to refresh before or after their workouts, featuring well-appointed changing facilities, showers and vanity areas. Within the locker room, guests will also find a plunge pool with a cascading fountain overlooking the city, as well as a steam room for relaxation and muscle recovery. Together, these facilities create a wellness space where exercise, rest and rejuvenation unfold against the panoramic backdrop of Phnom Penh.

Together, these elements create a hospitality experience that reflects the evolving spirit of Phnom Penh itself. From its dramatic skyline views and carefully designed rooms to its diverse dining venues and rooftop bar, Rosewood Phnom Penh offers guests not only a luxurious stay but also a unique perspective on Cambodia's capital — a city where tradition and modernity continue to meet above the Mekong.
